1) Wind Power, Birds, Bats, and the Great Lakes
The U.S. Department of the Interior, U.S. Fish and Wildlife Service, requests proposals for the Great Lakes Wind Power – Making it Wildlife-Friendly. This RFP will support projects addressing two data gaps in assessing the impact of wind power on migratory birds and bats: 1) Monitoring migratory bird and/or bat use of selected Great Lakes islands during fall 2011 and/or spring 2012 migration and conversion of the monitoring data into spatially explicit data; and 2) Digitization of datasets from historic spring and/or fall bird migration surveys that occurred along the shores of the U.S. Great Lakes or on islands within the U.S. Great Lakes. $100K expected to be available, multiple awards anticipated. 2) Solar Energy Grid Integration
The U.S. Department of Energy requests proposals for Solar Energy Grid Integration Systems – Advanced Concepts. Through this RFP, DOE seeks the development of power electronics technologies that reduce the overall PV system costs, allow high penetrations of solar technologies onto the grid, and enhance the performance, reliability, and safety of the PV system. Topics of interest include: Smart-Grid Functionality; and Using Power Electronics to Address Balance of System Costs. $30 million expected to be available, up to 7 awards anticipated. 3) PV Cell Efficiency
The U.S. Department of Energy requests proposals for the Foundational Program to Advance Cell Efficiency. Through this RFP, DOE seeks research that provides the technical foundation for significant increases in solar PV cell efficiency, to enable commercial and near-commercial PV technologies to achieve $1 per watt installed system cost targets by the end of the decade. Topic areas include: Foundational Research on PV Sub-Cell Materials and Processes; Foundational PV Cell Research; and Barrier Focus Teams. 4) Next Generation Photovoltaics
The U.S. Department of Energy requests proposals for Transformational PV Science and Technology: Next Generation Photovoltaics II. Through this RFP, DOE seeks revolutionary, exploratory research to create highly disruptive solar PV technologies that will meet $1 per watt and lower installed system cost targets beyond the end of this decade. 5) PV System Hardware Cost Reductions
The U.S. Department of Energy requests proposals for Extreme Balance of System Hardware Cost Reductions, for projects that significantly reduce the balance of system hardware cost components of PV systems. Topics of interest include: Transformational Building Integrated Photovoltaic Modules; Roof and Ground Mount Innovations; Transformational Photovoltaic System Designs; and Development of New Wind Load Codes for PV Systems. 6) Advanced Hydropower Development
The U.S. Department of Energy requests proposals for Advanced Hydropower Development. Through this RFP, DOE seeks proposals for the development, testing, validation, modeling, and interconnection of advanced conventional hydropower systems. Topic areas include: Sustainable Small Hydropower; Sustainable Pumped Storage Hydropower; Environmental Mitigation Technologies for Conventional Hydropower; and Advanced Conventional Hydropower System Testing at a Bureau of Reclamation Facility. $26.25 million expected to be available, up to 25 awards anticipated. 7) Biomass R&D
The U.S. Department of Agriculture and the U.S. Department of Energy request proposals for the Biomass Research and Development Initiative. Projects must integrate the following technical areas: Feedstocks development; Biofuels and biobased products development; and Biofuels and biobased products development analysis. Alongside integration of these areas, USDA specifically seeks farm and industrial demonstration(s) and analysis of using biodiesel to improve commercial grain and cellulosic ethanol production systems. 8) Healthy Homes Program
The U.S. Department of Housing & Urban Development requests proposals for the Healthy Homes Production Program. This program supports projects that identify and correct significant housing-related health and safety hazards in privately owned, low-income rental or owner occupied housing. HUD is especially interested in projects that integrate healthy homes practices into existing housing rehabilitation, property maintenance, weatherization, energy efficiency improvements, and other housing improvement programs. The U.S. Department of Housing and Urban Development requests proposals for the Lead Hazard Reduction Demonstration Grant Program. This RFP is targeted at urban jurisdictions with the greatest lead-based paint hazard control needs and will fund comprehensive programs to identify and control lead-based paint hazards in eligible privately owned rental or owner-occupied housing. 11) Development of Standards for Electronic Products
The U.S. Environmental Protection Agency requests proposals to Develop Standards for Environmentally Preferable Electronic Products. This RFP will support studies, training and technical assistance necessary to develop two voluntary consensus standards that will be published as American National Standards for environmentally preferable electronic products using a standards process accredited by the American National Standards Institute. $500K expected to be available, up to 1 award anticipated. The U.S. Department of Agriculture requests proposals for the Conservation Innovation Grant (CIG) Program. CIG seeks to stimulate innovative conservation approaches and technologies, in conjunction with agricultural production. Areas of interest vary by state/territorial priorities but may include areas such as transitioning to organic production, farm energy conservation, and carbon sequestration in soil.

Projects must target one of the following: Industrial/Agriculture/Water End-Use Efficiency; Building End-Use Efficiency; Environmentally Preferred Advanced Generation; Renewable Generation; Energy-Related Environmental Research; and Energy Systems Integration. 24) Clean Energy IDIQ – Developing Countries
The U.S. Agency for International Development requests proposals for the Clean Energy Indefinite Delivery Indefinite Quantity (IDIQ) Contract for Non-Critical Priority Countries. Non-Critical Priority Countries are all of the developing countries USAID assists except for those identified as Critical Priority Countries (presently Afghanistan, Iraq, Pakistan and Sudan), who will be served through a separate IDIQ. This IDIQ will fund a range of technical assistance projects to improve access to reliable and affordable clean energy, improve regulation and governance in the energy sector, demonstrate the use of innovative technologies and business models, and assist with the transition to a low carbon development trajectory. The Wildlife Conservation Society, with funding from the Doris Duke Charitable Foundation, request proposals for the Climate Adaptation Fund, a new program to support effective interventions to help wildlife adapt to climate change and achieve the following types of results: Demonstrate land management techniques to assist wildlife adaptation to climate change; protect or expand core habitat areas; create new protected areas or change land use designations to secure intact habitat; assure connectivity for wildlife between core habitat areas; and protect keystone species at risk from the impacts of climate change. $2 million expected to be available, individual awards NTE $250K.
